SECTION 7

FIRE AND SAFETY EQUIPMENT7.1 GENERAL

Safety equipment shall be provided and installed on the Vessel as specified herein, and the equipment and its installation shall be in accordance with the requirements of the Classification Society and Regulatory Bodies for a semi-submersible drilling unit with a crew of 160 men.

Location of safety equipment shall be as shown on the Contract Plans and as directed by the Owner.

7.2

LIFE RAFTS

Four (4) davits and eight (8) davit-launchable, twenty-five-person, inflatable life rafts shall be installed(two life rafts per davit). Rafts shall be self-inflating, complete with cover and survival gear, and suitably outfitted for launching at high air gaps.

7.3 LIFEBOATS

Four (4) 80-man reinforced fiberglass construction, totally enclosed, diesel propelled lifeboats shall be installed. Lifeboats shall have two openings on each side for embarkation of personnel. The unitized cantilevered fixed davits for the life boats shall be of an appropriate type fitted with blocks, sheaves, wire rope falls, galvanized turnbuckles, holding devices, winch and drive system and installed on main deck platform foundations that provide access for entry and handling (see Section 3).

The winch drives shall be suitably sized, 460 volt, 3 phase, 60 Hz, totally enclosed, waterproof motors, fitted with brakes, clutches, and hand cranks. Starters and switches shall also be waterproof. The hoist speed shall be in accordance with ABS and SOLAS 83 requirements. 7.4 LIFE PRESERVERS

Stowage of three hundred and twenty (320) life jackets and fifty (50) work vests shall be provided. 160 of the life jackets shall be stowed in the staterooms of the Vessel’s accommodations. The balance of the life jackets shall be stored in lockers at the lifeboats and other commonly occupied work areas.

Sufficient deck mounted Fiberglass lockers with stainless steel hinges and hardware shall be provided for the lifeboat and work area life jackets. The lockers shall be clearly labeled and located as directed by the Owner, complete with hydrostatic releases (Class approved) to open

storage boxes. Said lockers shall be mounted to the deck on a steel frame 250mm off of deck, but shall be able to be dismounted.

7.5

LIFE BUOYS

Stowage for ten life buoys shall be provided. The buoys shall be stowed in suitable Fiberglass lockers with stainless steel hinges and hardware secured to the railings and/or bulwark. The buoys shall be provided with a life line and water lights. Two of the buoys shall be arranged with smoke signals and quick release mechanism.

Survival Suits:

There shall be storage provided for one hundred seventy approved suits or as required by Classification Society and Regulatory Bodies. Survival suits shall be stowed in specialized closets in each stateroom of the Vessel equal to the number of occupants. The balance shall be installed in heavy duty fiberglass cabinets with stainless steel hinges, latches and hardware suitably located at accommodations’ exits near the lifeboat boarding platforms and in the helicopter waiting room. Cabinets shall be of sufficient size to accommodate full length of suits (contained in storage bags) when hung vertically and shall be clearly marked outside as to containing survival suit. Cabinets shall not have provision for locking.

7.6 FIRE MAINS AND STATIONS

Fire mains and stations shall be provided and installed as specified under Sections 13 and 14, \"Piping Systems\" of these Specifications. Each hydrant shall be equipped with cotton jacket rubber lined (CJRL) hose, combination fog / stream nozzles, and valve-spanner.

7.7 FIRE EXTINGUISHERS

A.

Fixed 1) CO2 System

For the spaces listed in Article 14.17 of the Specification, a CO2 smothering system shall be provided with distribution piping for total flooding of each individual space. The number, type and location of discharge outlets shall be such as to give a uniform distribution throughout the space as required by the Classification Society and the Regulatory Bodies.

The monitoring of the system shall be furnished as per the Regulatory Bodies and consist of a complete control panel (Alpha Numeric or equal) located in the Control Room or other continuously manned office as Owner may specify.

Pressure operated automatic ventilation shut down switches shall be provided. These are to be tied into the Owners IDS system.

All equipment shall be obtained from an approved manufacturer with experience in the production of marine fire fighting equipment.

Instruction plates shall be posted at suitable locations.

For a more detailed description of the fixed CO2 system, see Section 14.

2) Sprinkler System

An automatic sprinkler system shall be installed in the accommodations. The

system shall meet all Regulatory Body and Classification Requirements and shall be approved by them and the Owner.

B. Portable

Portable fire extinguishers shall be mounted in fiberglass or approved molded plastic boxes with stainless steel hardware or in protected areas on suitable brackets. All portable extinguisher locations shall be clearly marked and numbered. Fire extinguisher size and quantity shall be in accordance with Regulatory Body Requirements. Spare charges for extinguishers shall be furnished as required by Regulatory Bodies or the Owner. Portable extinguishers shall be provided in all machinery spaces, accommodations and at fire stations, where practicable, and as required by the Classification Society, the Regulatory Bodies, and the Owner.

7.8

PERSONNEL TRANSFER NET AND CARGO BASKET

Two, Owner furnished ring bottom nets suitable for transferring personnel to and from boats, by means of the deck cranes, shall be stowed in Fiberglass lockers with stainless steel hinges and hardware on the Vessel.

7.9

FOG HORNS AND OBSTRUCTION LIGHTS

Fog horns and obstruction lights shall be installed in locations as required by the Regulatory Bodies.

7.10 BREATHING APPARATUS

A minimum of ten (10) complete compressed air 30-minute self-contained breathing apparatus (SCBA) will be supplied by the Owner per Section 19 and installed on the Vessel. Apparatus shall be of a pressure demand type suitable for rescue operations in contaminated compartments on the Vessel. A spare cylinder shall be provided and stowed with the equipment. The total number, location, and stowage of SCBA shall meet with the approval of Owner and Regulatory Bodies.

7.11 STRETCHERS

Aluminum frame stretchers suitable for transporting injured personnel will be provided by the Owner, and shall be mounted in location onboard the Vessel by the Builder as approved and directed by the Owner. 7.12 FIREMAN'S OUTFIT

Six Owner furnished firemen's outfits shall be installed in fiberglass storage cabinets and/or fixtures, placed and mounted as required by the Regulatory Bodies and as directed by the Owner.

7.13

POLLUTION ABATEMENT SYSTEMS & EQUIPMENT

Appropriate equipment, systems, and control measures to contain, treat and control pollution from the Vessel to permit the operation of the Vessel without restrictions on all navigable waters in accordance with Regulatory Body requirements shall be provided.

The systems and equipment shall be comprised of, but not be limited to, the following:

• Contaminated Drain System

• Sewage Collection and Treatment System • Oily Water Separator System

• Cuttings Cleaning System (OFE) - space to be provided • Zero Discharge System • Shale Shaker ‘Running’ Lights • Gray Water Treatment System

7.14 HYDROGEN SULFIDE (H2S) AND COMBUSTIBLE GAS MONITORING SYSTEMS

A. General

Owner furnished combustible gas and H2S monitoring and alarm systems, as described below, shall be installed which will be capable of detecting the presence of combustible gas and H2S in the areas described. The monitoring and alarm system shall be fully integrated within the ICS (Intigrated Control System) and shall comply with the requirements of the Regulatory Bodies and the Owner.

B.

Equipment SpecificationsH2S and combustible gas monitoring systems shall utilize Owner furnished components. Sensors are to be in EEx(d) housing bearing approval for use in Zone 1 locations to CENELEC standards by a recognized agency (BASEEFA, PTB, etc.).

Non-flame proof alarm horns, flame-proof horns, non-flame proof alarm, strobe lights, and flame-proof alarm strobe lights shall comply to and be listed by CENELEC standards. The above specified alarm devices shall be fabricated by Builder into alarm stations with colors for strobe lights as set forth below within the system description.

Non-flame proof equipment shall be automatically isolated during catastrophic failure (e.g. major gas release, etc.)

C. Description The sensors will be of the 4-20 ma addressable type and shall be wired to the ICS

analog input module. The three type of sensors and areas of application are described as follows:

Primary:

Primary sensors are those placed along the route of the well return flow to detect either combustible gas or H2S if it breaks into the atmosphere. The following lists the locations of primary sensors:

• BOP Area

• Drill Floor • Mud Return Trough • Mud Pit Rooms • Mud Processing Room • Derrick Gas Vent Line

Secondary:

Secondary sensors are those positioned in areas where gas, if present, is likely to migrate from the well fluids to the adjacent spaces. These include but are not limited to:

• Mud Pump Rooms • Engine Rooms

• Switchgear Rooms • Sack Stores Rooms • Warehouses

Functional:

Functional sensors are those placed at locations where gas, if present, necessitates the operation of the ventilation emergency shut down. The following are the locations of the functional sensors:

• Accommodations Ventilation Intake Plenums • Galley Ventilation Intake Fan • Breathing Air Compressor Intake Lines • Machinery Space Ventilation Intake Fans • Hazardous Area Ventilation Exhaust Fans.

D.

Where sensors are not easily accessible for “hands free” calibration, e.g. ventilation intake plenums, they shall be provided with Builder furnished fixed 6 mm (1/4”) stainless steel tubing from deck level to the sensor head for application of the calibration gas test sample.

Sensors shall not be located where they are continually subjected to contamination by oil based mud. Where such locations are unavoidable, sensor heads shall be provided with Builder furnished louvered covers suitably designed for ease of removal and to eliminate direct contact with the contaminant.

All outdoor sensors shall be fitted with Owner furnished weather shields.

E. Calibration and Testing

The ICS will provide a software calibration screen for maintenance purposes. When in calibration mode, a visual alarm shall be generated at each MIMIC station indicating that the sensor has been disabled. The alarm shall remain active until such time as the sensor has been returned to service. The calibration screen shall provide a graphical display of the application of the gas test sample and shall inform the technician of any sensor head which is not within tolerance.

Alarms F.

The IDS program shall continuously monitor each 4-20mA sensor input for detection of an alarm condition at a frequency no less than one sample per second.

The program shall generate an alarm on detection of any of the following conditions:

• 10ppm H2S - Low level H2S

• 20ppm H2S - High level H2S

• 20% LEL - Low level combustible gas • 40% LEL - High level combustible gas

On detection of an alarm condition, the MIMIC shall loop automatically to a graphical representation indicating the location of the alarm. Audio and visual alarms shall be generated at each MIMIC station. The alarm shall display the measured value of gas detected.

Additionally, the program shall generate an audible and visual alarm at each MIMIC station should any sensor or alarm light develop a detectable fault condition.

Public Address:

An interface shall be provided to the Public Address System which shall automatically generate the appropriate preset audible alarms.

Visual Alarms:

Visual alarm lights shall be provided in all areas and shall be suitably mounted and grouped for high visibility. The visual alarm system shall be fully integrated within the IDS and shall be wired directly to the nearest digital output module.

RESCUE EQUIPMENT FOR HELICOPTER PLATFORM

The following minimum rescue equipment complying with CAP 437 and Regulatory Bodies shall be provided and placed in crash boxes within easy access on or near the helicopter deck:

• 1 ladder

• 1 harness knife c/w sheath • 1 set of fire resistant gloves • 1 fire resistant blanket • 1 side cutting pliers/metal cutter • 1 set of assorted screwdrivers

• 2 self-contained breathing apparatus (complete) • 1 set of instructions in use of emergency equipment • First aid equipment in a metal waterproof case. • 2 fireman’s suits

Builder to provide a labeled fiberglass locker with stainless steel hardware to stow above equipment. Fiberglass boxes for fire and safety equipment shall be red in colour, mounted on bulkheads or bolted into steel frames, minimum 250mm above deck level. Boxes shall be removable from frames for maintenance.

7.16 MISCELLANEOUS

Fire axes, sand, masks, flame proof safety lamps, embarkation ladders of rope or light weight chain construction, and safety belts (harness type) with 300 ft. of 3/8\" Dacron line as a minimum, or as further required by the Classification Society and Regulatory Bodies, shall be supplied.

7.17

HELIDECK FIXED FOAM FIRE FIGHTING SYSTEM

A fixed foam fire fighting system shall be furnished by the Owner and installed by the Builder in accordance with IMO (harsh environment), CAP437, Classification Society, and Regulatory Bodies’ requirements. All foam concentrate shall be AFFF type 3% concentration.

7.18

LINE THROWING APPARATUS

A Regulatory Body approved line throwing appliance or four disposable type line throwing apparatus shall be provided and stowed on the Vessel.

7.19

ROCKET PARACHUTE SIGNAL

Regulatory Body approved rocket parachute flares shall be provided and stowed on the Vessel per Section 19.

7.20 SMOKE, FIRE DETECTION AND ALARM SYSTEMS

A. General

The smoke and fire detection and alarm shall be fully integrated within the Owner furnished IDS (Distributed Control System). The system shall provide coverage for the entire drilling unit.

B. Sensors

The sensors shall be of the addressable type and shall be wired to the IDS digital input module. Various types of sensor shall be used depending on the area to be monitored and in accordance with regulatory body requirements. The sensor types to be used are:

• Smoke detectors

• Rate of rise heat detectors • Flame (UV) detectors • Manual call stations

• Sprinkler system flow switches

C.

Sensor Locations

Sensors shall be mounted in areas taking into consideration the following:

• Likelihood of smoke or fire detection

• Possible vibration problems • Dust or corrosive atmospheres • Accessibility for calibration

The location of each sensor head shall be specified by the Owner, and class requirements.

D. Calibration and Testing

The IDS shall provide a software test screen for maintenance purposes. When in calibration mode, a visual alarm shall be activated at each MIMIC station indicating that the sensor has been disabled. The alarm shall remain active until such time as the sensor is returned to normal service.

The calibration screen shall provide a visual display of the application of the test sample.

E. Alarms

On detection of an alarm condition, audio and visual alarms shall be activated at each MIMIC station. The MIMIC shall loop automatically to a graphical representation indicating the location of the alarm. The alarm screen shall also provide a description of the precise location of the active alarm.

Additionally, the program shall generate an audible and visual alarm at each MIMIC station should any sensor develop a detectable fault condition.

Public Address:

An interface shall be provided to the Public Address System which shall automatically generate the appropriate preset audible alarms. Automatic activation of ship wide alarms shall only be possible from manual call stations.

Visual Alarms:

Visual alarm lights shall be provided in all areas and shall be suitably mounted and grouped for high visibility. The visual alarm system shall be fully integrated within the IDS and shall be wired directly to the nearest digital output module.

7.21

H2S BREATHING AIR SYSTEM SPECIFICATIONS

A. Purpose

The purpose of the system is to provide an adequate amount of breathing air, manifolded at selected locations, to allow all personnel to work and/or evacuate the rig in the event of a hazardous concentration of H2S in the atmosphere. B. Compressors

Two breathing air compressors will be furnished by Owner, one at some time in the future and one during initial construction to be installed by Builder. Space must be reserved for these to be located port and starboard on the Intermediate Deck. The compressors to be provided shall have AC motors as detailed in Section 12 and Section 19 of these Specifications. Separate switches shall be reserved in the MCC with wire run from the MCC to the future compressor locations. These shall also be tied into the emergency generator bus. The compressors shall have automatic condensate dumps, so drain lines shall also be provided at each location. Air intake lines of sufficient size pipe shall run from the compressors to the forward corner quarters roof. Shut down of system on detection of gas at the compressor air inlets shall be provided.

C. Cascade Storage Cylinder

The future location for 50 DOT cascade cylinders is on the main deck, adjacent to the forward quarters bulkhead. When provided, these shall be in racks. The footprint shall be approximately 12 m (40 ft) long by 0.9 m (3 ft) wide. Builder to allow for foundations for bottle racks.

D. Distribution Piping

A system of breathing air system piping shall be furnished and installed by Builder throughout the rig to work areas and places identified as working/ briefing/ evacuation areas. This piping shall be routed in conformance with the general arrangement layout review and shall be physically protected by angle iron cover where exposed to damage.

The locations to be serviced by this piping system include:

All piping is specified as: ½\" diameter, 0.065\" wall thickness, 4,700 PSI working pressure with a 4:1 safety factor. It shall be fully annealed type 316 seamless, stainless hydraulic tubing to ASTM A269 or ASTM A213 or equivalent. Hardness to be RB 80 or less.

All connections are to be properly applied Swagelok stainless steel. All termination’s are to be plugged. The entire system to be pressure/leak tested to 3,000 PSI with a dry medium. Tubing runs shall be arranged to avoid creating traps for water accumulation. Where traps are unavoidable, a means shall be provided for draining the section without compromising system integrity.

7.22 RESCUE BOAT

One (1) six (6) man rescue boat with launching davit and winch shall be installed on the aft life boat platform. Builder is to provide necessary foundation and all required services to complete the installation.
