为适应市场需要,增强公司竞争及管理能力,按照ISO3834-2《金属材料熔化焊质量要求-第2部分:完整质量要求》和EN1090-2 《钢结构和铝结构的施工- 第2部分:钢结构用技术要求》编制完成了《焊接质量管理手册》,现予以批准颁布实施。

本手册是公司ISO 9001质量管理体系的补充,是指导公司建立并实施完整焊接质量管理体系的纲领和行动准则。全体员工必须遵照执行。

To meet the market requirements and strengthen competition and managing ability of the company, has edited and completed according to ISO 3834-2 and EN 1090-2. Now, it is authorized and brought into effect. This manual is the supplement document of the ISO 9001 quality management system, and the creed and action guideline for the company to establish and enforce the comprehensive quality requirements for welding. The staff of the company must comply and enforce it.

3.1 手册内容依据ISO3834-2、EN1090-2标准要求并结合本公司实际情况编制而成,包括: Content of the manual according to the requirements of ISO 3834-2 & EN 1090-2 standard, and we edited the manual combining with practice of the company, it includes:

a) 公司焊接质量管理体系的认证范围,包含ISO 3834-2、EN1090-2的全部要求。

The scope of welding quality management system certification, include all requirements of ISO 3834-2 and EN 1090-2.

b) 公司焊接质量管理体系所要求的程序文件。

The procedures required by the welding quality management system.

3.2术语和定义 Terms and definitions

ISO 3834-2、EN1090-2确立的术语和定义适用于本文件。

For the purposes of this document, the terms and definitions given in ISO 3834-2 EN1090-2 apply.

3.3本手册为公司的受控文件,由最高管理者批准颁发,手册管理的所有相关事宜由行政

部统筹负责。手册持有者应妥善保管,不得损坏、丢失和随意涂抹,并做到:

The manual is a controlled document approved and issued by General Manager. Administrative Department is in charge of all things concerned with manual management. Manual possessor must keep it well, and can’t destroy, lose or alter.

a) 未经管理者代表批准,不得将手册提供给公司以外人员。

Without the approval of Management Representative, the manual can’t be provided to personnel outside the company.

b) 手册持有者调离工作岗位时,应将手册交回行政部并办理登记手续。

When manual owner leave his working post, he must return it to Administrative Department with certain produces.

3.4手册使用期间,如有修改建议,各部门负责人应汇总意见,及时反馈到行政部。行政

部定期对手册的适用性、有效性进行评审,必要时应对手册予以修改。

In the course of applying the manual, if who has modification advice, the chief of every division should collect it and feedback to Administrative Department. Administrative Department regularly reviews suitability and validity of the manual, and modify it if necessary.

3.5手册的控制按《文件控制程序》执行。

The control of manual should according to < documents control Procedure>.

市场部负责组织焊接责任人、工艺处、采购部、生产部、质检处等相关部门对合同进行评审。进行要求评审和技术评审时,应重点考虑具备满足所有要求的能力;全部质量活动具有合适的计划;相关文件清晰、准确、无争议;具有足够的资源来保证及时供货。 要求评审应在合同签订前,技术评审应在计划的开始阶段加以考虑。 评审应予以记录,记录由市场部负责保管。

Marketing dept is responsible for the contract review, organizing the welding coordinator、Technical Division、 Purchasing dept、 Manufacturing dept 、Quality dept for reviewing the contract requirements.

7.1要求评审应考虑的内容包括:

Aspects to be considered shall include the following: a) 将采用的产品标准及所有附加要求;

The product standard to be used, together with any supplementary requirements; b) 法令及法规要求;

Statutory and regulatory requirements; c) 制造商确定的所有附加要求

Any additional requirements determined by the manufacturer; d) 制造商满足描述要求的能力;

The capability of the manufacturer to meet the prescribed requirements.

7.2 技术评审应考虑的技术要求包括:

Technical requirements to be considered shall include the following: a) 母材技术条件及焊接接头性能;

Parent materials specification and welded joint properties; b) 焊缝的质量及验收要求;

Quality and acceptance requirements for welds;

c) 焊缝的位置,可达性及次序,包括试验和无损检测的可达性;

Location, accessibility and sequence of welds including accessibility for inspection and for non-destructive testing;

d) 焊接工艺规程、无损检测规程及热处理规程; The specification of welding procedures, non-destructive testing procedures and heat-treatment procedures;

e) 焊接工艺评定所使用的方法;

The approach to be used for the qualification of welding procedures; f) 人员的认可;

The qualification of personnel;

g) 选择、标识及(或)可追溯性,(如:材料、焊缝); Selection identification and/or traceability (e.g. for materials welds) ; h) 质量控制管理,包括某个检验机构的介入;

Quality-control arrangements, including any involvement of an independent inspection body; i) 试验及检验;

Post-weld heat treatment

l) 其它焊接要求,如焊接材料的批量试验、焊缝金属的铁素体含量、时效、氢含量、永久衬垫、锤击、表面加工、焊缝外形; Other welding requirements,e.g. batch testing of consumables,ferrite content of weld meats,ageing hydrogen content,permanent backing,use of peening,surface finish,weld profile; m) 特殊方法的使用,如单面焊时不加衬垫获得全焊透;

Use of special methods(e.g. to achieve full penetration without backing when welded from one side only);

n) 坡口及焊缝的尺寸、细节;

Dimensions and details of joint preparation and completed weld; o) 焊缝的施焊场所;

Welds which are to be made in the workshop or elsewhere;

p) 有关工艺方法应用的环境条件,如很低的大气温度条件或任何有必要提供保护的有害气候条件;

Environmental conditions relevant to the application of the process(e.g. very low-temperature ambient conditions or any necessary to provide protection against adverse weather conditions); q) 不符合项的管理。

Handing of non-conformances.

8 .分包商 Sub-contracting

当制造流程中的某些重要环节委托分承包业务(如焊接、无损检测、热处理)时,公司应向分承包商提供满足应用要求所必需的信息。分承包商应按公司的要求,提供相关工作的报告和文件。

When company intends to use sub-contracted services or activities (e.g. welding, non-destructive testing, heat treatment), information necessary to meet applicable requirements shall be supplied by the manufacturer to the sub-contractor. The sub-contractor shall provide such records and documentation of his work as may be specified by the manufacturer.

分承包商应按照协议要求工作,公司应保证分承包商的工作符合本部分的有关要求,其工作质量达到规定的标准。

A sub-contractor shall work under the order and responsibility of the manufacturer and fully comply with the relevant requirements of this part of ISO 3834. The manufacturer shall ensure that the sub-contractor can comply with the quality requirements as specified.

公司提供给分承包商的信息应包括从要求评审到技术评审的所有相关资料。为了保证分承包商符合技术要求,可规定附加要求。

The information to be provided by the company to the sub-contractor shall include all relevant data from the review of requirements and the technical review. Additional requirements may be

9.焊接人员 Welding Personnel

9.1 焊工和焊接操作工 Welders and welding operators 焊工和焊接操作工应通过相应的考试。焊工考试依据ISO9606,操作工考试依据ISO14732。 Welders and welding operators shall be qualified by an appropriate test. Welder qualification test according to ISO 9606, and welding operator qualification test according to ISO14732.

9.2 焊接责任人员 Welding coordination personnel

负责质量活动的焊接管理人员应获得充分授权,保证可以采取必要的行动。 具体职责分工见职责分工表。

Welding coordination personnel having responsibility for quality activities shall have sufficient authority to enable any necessary action to be taken. Detail see responsibility assignment table.

10.试验及检验人员 Inspection and Testing Personnel

公司应配置足够的、胜任的、从事焊接生产试验、检验的计划、实施及监督的检验人员。 无损检测人员的资格认可应按照ISO9712进行。

The company shall have at his disposal sufficient and competent personnel for planning, performing, and supervising the inspection and testing of the welding production according to specified requirements.

The non-destructive testing personnel shall be qualified according to ISO 9712.

11. 设备 Equipment

11.1 设备表述 Description of equipment 生产部应有主要生产设备明细表。该明细表应表明主要设备、车间大小、产能评估等事项,如包括:

Manufacturing dept shall maintain a list of essential equipment, used for the production. This list shall identify items of major equipment, essential for an evaluation of workshop capacity and capability. This includes, for example: —— 起重机的最大能力;

Maximum capacity of cane(s); —— 车间可装夹的构件尺寸;

Size of components that the workshop is able to handle; —— 焊接设备能力;

Capacity of welding equipment; —— 轧制、弯曲及切割设备的能力;

Capacities of rolling, bending and cutting equipment;

新设备(或改造后的设备)安装之后,应进行相应的试验。这些试验应能验证设备的正常功能,应按相关的标准进行试验和出具书面报告。

After installation of new (or refurbished) equipment, appropriate tests of the equipment shall be performed. The tests shall verify the correct function of the equipment. The tests shall be carried out and documented in accordance with appropriate standards, whenever relevant.

11.3设备维护 Equipment maintenance

设备处应具有设备维护的书面计划。计划中的维护项目,应确保设备中控制焊接工艺规程参数的部件得到维护和检查。这些计划应限定在对生产质量具有主要影响的那些项目,如: Equipment division shall have documented plans for the maintenance of equipment. The plan shall ensure maintenance checks of those items in the equipment which control variables listed in the relevant procedure specifications. The plans may be limited to those items which are essential for assuring the quality of the product. Examples of these items are as follows:

——热切割设备的导轨、机械夹具等的状态

Condition of guides in equipment for thermal cutting, mechanised fixtures etc.; ——用于焊接设备操作的电流表、电压表、流量计的状态;

Condition of ammeters and voltmeters, flow meters etc. used for the operation of the

welding equipment;

——电缆、软管、接头等的状态;

Condition of cables, hoses, connectors, etc.; ——机械化焊接设备中控制系统的状态;

Condition of control system in mechanised welding unit; ——测温仪器的状态;

Condition of temperature-measurement instruments; ——送丝机构及导管的状态;

Condition of wire feeders and conduits.

不得使用有故障的设备。Defective equipment shall not be used.

12. 焊接及相关活动 Welding and Related Activities

12.1 生产计划 Production planning

生产制作前,焊接责任人应组织工艺处、制造部、质检处共同编制生产计划,内容至少应包括:

Welding Coordinator shall prepare the production planning together with Technical dept、Manufacturing dept and Quality dept before the production. Items to be considered shall include at least:

——结构(即单件、组件及最终总装件)制造顺序的规定;

Specification of the sequence by which the construction shall be manufactured (e.g. as

single parts or sub-assemblies, and the order of subsequent final assembly); ——制作结构所要求的每种工艺方法标识;

Identification of the individual processes required to manufacture the construction; ——实施每种工艺方法的顺序和时机;

Reference to the appropriate procedure specifications for welding and allied processes; ——焊缝的焊接顺序,以及应采取的避免变形的措施;

Sequence in which the welds are to be made, and method to be taken to avoid distortion. ——产品或部件的标识;

Identification by batches, components or parts, as appropriate; ——试验及检验规程;

Specification for inspection and testing; ——合格人员的指派;

Allocation of qualified personnel; ——生产试验的安排;

Arrangement for any production test.

12.2 焊接工艺规程 Welding-procedure specifications 工艺处负责编制《焊接工艺规程》,生产车间应确保《焊接工艺规程》在焊接生产中得到正确的使用。质检处负责检查《焊接工艺规程》的实施情况。

Technical department shall prepare the WPS, workshop shall ensure the WPS have been correctly carried out. Quality department shall check the execution of the WPS.

12.3 焊接工艺评定 Qualification of the welding procedures

焊接工艺应在生产之前进行评定,评定方法应按相关的产品标准或规程要求进行。

Welding procedures shall be qualified prior to production. The method of qualification shall be in accordance with relevant product standards or as stated in the specification.

12.3.1针对焊接方法111、114、12、13和14的焊接工艺评定

Qualification of welding procedures for processes 111, 114, 12, 13 and 14 a) 焊接工艺评定依据下表取决于执行等级,母材和机械化程度;

The qualification of the welding procedure depends on the execution class, the parent metal and the degree of mechanization in accordance with below table. 1) 若规定要进行冲击试验,应在标准要求该等级钢的冲击性能最低温度下进行。

IF impact tests are specified, they shall be carried out at the lowest temperature required for impact testing of the material qualities being joined.

2) 对于EN 10025-6的钢件,一个微观金相是必须的,应保存焊接金属、熔合线和HAZ

区域的金相照片。不允许有微观裂纹。

For steels according to EN 10025-6, one specimen for micro-examination is necessary. Photographs of weld metal, fusion line zone and HAZ shall be recorded. Microcracks are not permitted.

3) 若在预涂底漆上进行焊接,应对最大(公称+公差)可接受漆层厚度进行检测。 If welding on shop primers, tests shall be carried out on the maximum (nominal +

tolerance) accepted layer thickness.

c) 若评定于钢材等级高于S275的横向应力角焊缝,应依照EN ISO 9018 进行十字拉伸试验。评定时要求a ≤0.5t,须检测三个十字拉伸试验。若断裂于母材,应达到最小抗拉强度。若断裂于焊缝金属,应确定实际焊接横截面抗拉强度。深熔角焊缝中应考虑实际熔合深度。确定的平均抗拉强度应为≥0.8Rm(Rm=母材抗拉强度)。

If a qualification procedure is to apply to transverse stressed fillet welds on steel grades higher than S275, test shall be completed by a cruciform tensile test performed in accordance with EN ISO 9018. Only specimens with a ≤0.5t shall be evaluated. Three cross tensile specimen shall be tested. If the fracture happens in the parent metal, the minimum nominal tensile strength of the parent metal shall be reached. If the fracture happens in the weld metal, the fracture strength of the cross section of the actual weld shall be determined. By processes with deep penetration the actual root penetration shall be considered. The determined average fracture strength shall be ≥0.8Rm (with Rm = nominal tensile strength of the used parent metal).

12.3.2焊接工艺的有效性取决于评定标准的要求。如有需要,焊接工作试件必须依据相关评定标准执行,如EN ISO 14555。 对于按照EN ISO 15614-1进行评定,而此焊接方法有中断使用的,则需要如下的额外试验。 The validity of a welding procedure depends on the requirements of the standard used for the qualification. If specified, welding production tests have to be carried out in accordance with the relevant standard of qualification, e.g. EN ISO 14555.

The following additional tests are required for a welding procedure qualified in accordance with EN ISO 15614-1 which is undertaken by a welding process that has not been used:

a) 间断期为一年至三年的,材料强度高于S355级别的钢材需要相应的工作试件来验证。试验和检测包含外观,射线或超声(角焊缝不需要),磁粉或渗透,宏观金相和硬度。 For a period of between one and three years, a suitable production welding test shall be carried out for steel grades higher than S355. Examination and testing shall include visual inspection, radiographic or ultrasonic inspection (not required for fillet welds), surface crack

b) 间断期超过三年的For a period of more than three years,

1) 对于S355及以下的钢材,工作试件中选取宏观金相进行检测;

a macro specimen taken from a production test shall be inspected for acceptability for steel grades up to and including S355, or

2) 对于高于S355级别的钢材,重新进行工艺试验。

new welding procedure tests shall be carried out for steel grades higher than S355 as relevant.

12.4 作业指导书 Work instructions

焊接责任人应组织编制《焊接作业指导书》指导车间生产。指导书的编制应源于合格的焊接工艺规程,并且不需另做评定。

shall be prepared by Welding coordinator for instruction purposes. The work instructions shall be prepared from a qualified welding-procedure specification and do not require separate qualification.

13. 焊接材料 Parent Material and Welding Consumables 13.1 总则 General

焊接材料的管理应执行《焊接材料管理规程》。材料的材质证书应随货送达,证书必须符合相关标准的要求。

The management of welding consumables shall carry out according to procedure of welding consumables>. The quality certification of materials shall be provided with the material received. The certifications shall meet the related standards.

13.2 批量试验 Batch testing

焊接材料仅在有要求时才做批量试验。

Batch testing of welding consumables shall be required only if specified.

13.3 贮存及保管 Storage and handling

焊接材料的贮存、保管及使用应遵循《焊接材料管理规程》。

Storage 、handling and use of welding consumables shall carry out according to .

14 母材的贮存 Storage of parent materials

母材(包括客户提供的母材)的贮存应保证其不受到有害影响。母材的标识应符合《原材料追溯程序》的要求,且存放期间应保持其识别标志。

Storage shall be such that the material, including material supplied by the client, will not be adversely affected. Identification should meet the requirements of , and identification shall be maintained during storage.

焊前的预热按相应的焊接工艺规程及《焊接作业指导书》中的要求执行,预热温度测量依据标准ISO13916.

Preheating shall be carried out in accordance with relevant WPS and , the temperature of preheating was measured according to ISO 13916.

15.2焊后热处理 Post-weld heat treatment

当产品有焊后热处理规定时,工艺处应按规定要求编制相应的《焊后热处理规程》。公司无相关设备,此过程可进行外包。实施过程中要做热处理记录报告。报告应体现按照规程执行,对特定产品具有可追溯性。

A record of the heat treatment shall be made during the process. The record shall demonstrate that the specification has been followed and shall be traceable to the particular product.

16 检验及试验 Inspection and testing

检验及试验的部位、数量和验收标准应依据ITP(检验试验计划)。

Location, frequency and acceptance criteria of such inspections and\\or tests will depend on ITP (Inspection and Test Plan).

16.1 焊前检验 Inspection and testing before welding 在施焊之前,应作下列检验:

Before the start of welding, the following shall be checked: ——焊工和焊接操作工证书的适用性、有效性 suitability and validity of welders’ and welding

operators’ qualification certificates;

——焊接工艺规程的适用性 suitability of welding-procedure specification; ——母材的标识 identity of parent material;

——焊接材料的标识 identity of welding consumables;

——焊接坡口(如形式及尺寸) joint preparation (e.g. shape and dimensions); ——组对、夹具及定位 fit-up, jigging and tacking;

——焊接工艺规程中的任何特殊要求(如防止变形) any special requirements in the

welding-procedure specification (e.g. prevention of distortion);

——工作条件(包括环境)对焊接的适用性 suitability of working conditions for welding,

including environment.

16.2 焊接过程中的检验及试验 Inspection and testing during welding 在焊接过程中,应在适宜的间隔点或以连续监控的方式做下列检验:

During welding, the following shall be checked at suitable intervals or by continuous monitoring:

——基本的焊接参数,如:焊接电流、电弧电压及焊接速度等 essential welding parameters

(e.g. welding current, arc voltage and travel speed);

——预热温度/层间温度;preheating/interpass temperature;

——焊接顺序 welding sequence;

——焊接材料的正确使用及保管 correct use and handling of welding consumables; ——变形的控制 control of distortion;

——中间检查,如尺寸检查 any intermediate examination(e.g. checking of dimensions)。

16.3 焊后检验及试验 Inspection and testing after welding 焊后应检验是否达到验收标准:

After welding, the compliance with relevant acceptance criteria shall be checked: ——外观检查 by visual inspection;

——无损检测 by non-destructive testing; ——破坏性试验 by destructive testing;

——结构的型式、形状及尺寸 form, shape and dimensions of the construction;

17 不符合项及纠正措施 Non-conformance and corrective actions

不合格品的处理按《不合格品控制程序》执行。对于焊接过程中出现的不合格焊缝,质检处开出 NCR,焊接工程师为这些不合格焊缝制定《焊缝返修规程》,由车间按《焊缝返修规程》执行返修。返修后的焊缝应重新检验并需达到原始焊缝要求。

对于严重不符合项,应采取纠正措施,避免不符合项的再次发生,并填写《纠正\\预防措施表》。

Control of non-conformance products shall be carry out according to < control procedure of non-conforming product>. When non-conformant welds is found, NCR will be released by QC department. Welding engineer will prepare the《Procedure of Welding Repair》 for these non-compliance weld seams. The workshop shall repair it according to this procedure. Corrected welds shall be checked and shall meet the requirements of the original welds.

For serious nonconformity, corrective action should be taken to avoid nonconformities occur again, and fill in the table of the correct \\ preventive measures.

18. 测量、试验及检验设备的校准

Calibration and validation of measuring, inspection and testing equipment

所有与焊接有关的测量、检验和试验装置均需定期校准,如焊机电流表、电压表、焊缝检验尺、无损检测装置等,由质检处负责执行校准管理。

All the equipment related to measuring, inspection and testing need to be calibrated and validated at specified intervals, such as ampere meter, voltmeter, weld inspection ruler and NDT equipment etc. The quality department is responsible for performing calibration management.

19. 标识及可追溯性 Identification and traceability

产品标识及可追溯性执行《标识和可追溯性程序》。有要求时,保证焊接操作标识及可追溯性的文件体系应包括:

Identification and Traceability >. Documented systems to ensure identification and traceability of the welding operations shall include, if required: ——生产计划 identification of production plans; ——工序卡 identification of routing cards;

——焊缝位置记录 identification of weld locations in construction;

——无损检测程序及人员identification of non-destructive testing procedures and personnel; ——焊接材料(如:型号、商标、制造商及批号)identification of welding consumable (e.g.

designation, trade name, manufacturer of consumables and batch numbers);

——母材的标识和可追溯性(如型号、炉号) identification and traceability of parent

material (e.g. type, cast number);

——返修部位的标识 identification of location of repairs;

——临时附件位置标识identification of location of temporary attachments; ——全机械化,自动化焊接设备对特定焊缝的可追溯性traceability for fully mechanized and

automatic welding units to specific welds;

——焊工、焊接操作工对特定焊缝的可追溯性traceability of welder and welding operators

to specific welds;

——焊接工艺规程对特定焊缝的可追溯性traceability of welding-procedure specifications to

specific welds.

20.质量记录 Quality records

质量记录的控制按照《记录控制程序》执行。必要时,应保存的质量记录包括:

——要求评审及技术评审记录 record of requirement/technical review; ——母材材质证书 material inspection documents;

——焊材质量证书 welding consumable inspection documents; ——焊接工艺规程 welding-procedure specifications; ——设备维护报告 equipment maintenance records;

——焊接工艺评定试验报告 welding-procedure qualification records (WPQR);

——焊工、自动焊工或焊接操作者资格证书 welder or welding-operator qualification

certificates;

——生产计划 production plan;

——无损检测人员资格证书 non-destructive testing personnel certificates;

——热处理工艺规程及记录 heat-treatment procedure specification and records; ——无损检测工艺规程及报告 non-destructive testing procedures and reports; ——尺寸报告 dimensional reports;

——返修记录及其它不合格报告 records of repairs and non-conformance reports; ——要求的其他文件 other documents, if required 无任何特殊规定时,质量报告应至少保存5年。

Quality records shall be retained for a minimum period of five years in the absence of any other specified requirements.
