摘要：Improving a transmission latency of a Transmission Control Protocol (TCP) isprovided. The apparatus includes a communicator (310) transmitting a message formeasuring power of a transmission signal to a radio access station (RAS) and receiving aresponse message corresponding to the message from the RAS; a TCP manager (302)instructed by a controller (300) to check and store a round trip time (RTT) required forreceiving an acknowledgement (ACK) corresponding to data, which is transmitted fromthe portable terminal to the RAS; and the controller (300) instructing the TCP manager(302) to measure the RTT for measuring a retransmission timeout (RTO).
