浅谈企业标准化管理创新

摘要:本文简要介绍了我国企业标准化管理的现状,从企业标准化管理创新的内涵和意义出发,揭示企业标准化管理创新的意义,并结合本公司标准化工作的实际情况,提出了企业标准化管理创新的内容。

随着市场经济的发展,企业间的竞争日趋激烈,标准化作为协助企业满足市场需求的重要手段,必须摆脱传统的模式和观念,从企业经营理念和机制的转变进行创新,从而促进企业的可持续发展。同时,标准化作为科研生产的技术依据,毫无疑问是企业关注的焦点。正确认识当今企业标准化工作的创新,既是促进科技成果快速转化为现实生产力的必然要求,也是企业创建新型管理的一项基本工作,总体来看,标准化管理是企业管理的重要基础工作之一。企业标准化管理工作在整个科研、生产过程中发挥着重要的保障和支撑作用。企业必须重新思考对标准化管理的认识,建立适合企业自身实际的可持续发展的标准化管理体系。

体系和岗位标准体系组成的较为健全的企业标准体系[1],取得了质量管理、环境管理和职业健康安全管理体系认证,质量、环境、职业健康安全管理与标准化管理相结合,提升了企业管理的质量;积极倡导采用国际和国外先进标准,目前在与国际标准化工作有对应关系的领域,国家标准采用国际标准的比率在80%以上。但尽管如此,一些企业对怎样开展标准化工作,如何使标准化工作帮助企业应对不断变化的经济形势,在国际市场拥有话语权,仍没有清晰的规划。在企业标准化的具体实践中,无论是技术手段还是思想认识,仍然存在各种各样的问题,主要表现在以下几个方面。

第一,企业对标准化工作缺乏清晰的规划。如未能做好前期的策划工作;未认真思考是先梳理已有标准文件,还是先转变思想;建立的企业标准体系是满足现有业务还是将未来的业务也包括在内;企业标准体系是规范业务,还是效益为先等。

第二,认证工作形式化。在如何进行多体系文件的融合方面,大部分企业已经通过ISO9001、

ISO14001、OHSAS18000、SA8000等体系认证,但并不能深入理解企业标准化和四个体系之间的关联,也谈不上相互融合,以及使多体系文件在科研、生产运营中充分发挥作用。

第三,对标准化工作还不够重视。一些员工认为,企业标准化工作是标准化归口部门和标准化人员的事情,与自己无关;甚至一些领导标准化意识也比较薄弱,认为标准的审批意义不大,不愿花精力和物力在标准化管理工作上;不能有效实施标准,有的企业甚至处于无标生产状态。

第四,简单套用、缺乏实践性、采标意识有待加强。如有些企业在标准化管理过程中,没有从本行业和本单位的实际情况出发,管理标准中规定的内容缺乏可操作性。

第五,企业标准化工作对企业发展战略支撑力不强。表现在未结合企业愿景,未与自身实际结合;未关注企业潜在风险;简单照搬照抄先进企业的管理标准,使企业操作层无所适从。

总之,针对上述问题,比较可行的解决办法就是结合企业实际进行企业标准化管理体系创新。

二、企业标准化管理创新的意义及内涵企业标准化管理创新,是指在社会主义市场经济条件下,要求企业必须改变标准化管理现状,更好地满足顾客的期望,提高企业竞争力,实现可持续发展[2]。

企业要想解决标准化管理方面存在的问题,提高标准化管理水平,首先就需要结合市场环境、技术发展革新和企业自身的实际情况,开展企业标准化管理创新。创新是企业取得标准化竞争优势的重要途径。标准是衡量产品品质高低的一个重要标志,没有先进的产品标准,就没有高质量的产品;标准作为技术的载体,是企业在参与市场竞争中扬己之长、克己之短的有效技术手段,是日趋激烈的国际竞争中的“技术壁垒”。从现实看,不断实现技

术创新才是企业发展壮大的根本出路,而要想使技术创新真正取得实效,离不开标准化工作及其创新,此外,企业标准化管理还需与国际接轨,使产品和服务赶超国际先进水平。

企业标准化管理内涵:第一,标准化管理创新是企业管理创新的一个重要组成内容,是建立现代化企业制度的必然结果和现实选择[2];第二,在当今国内外激烈的市场竞争的环境中,企业必须要进行标准化管理创新,改变传统的观念、机制、方法和模式,从而使企业的发展适应当前的需要;第三,创新是为了更好地满足市场和顾客的需要,提升巩固企业在市场中的有利地位,实现企业的战略和愿景,最终达到可持续发展的目标。

三、企业标准化管理创新的途径(一)创新企业标准化管理理念

企业标准化管理创新首先是理念创新。第一,增强标准化管理的竞争意识,树立“标准人人有责”的理念;第二,具备标准化管理的超前意识,从“事后标准”向“事前标准”转变,促使标准先行,推动预研项目成果向标准的早期转化,让技术创新成果在标准化的推动下快速推广,这样企业才能始终处于行业发展的前沿;第三,加强标准化管理的战略意识,结合企业发展愿景,制定企业标准化工作计划、工作流程和实施方案,尤其是企业标准化的顶层策划,决定了标准化工作的成败;第四,增强与其他国家专家的交流和沟通,通过参加国际会议或活动,结识同行专家,与国内竞争者携手,结成标准化战略联盟,共同研究制定技术标准;第五,在装备标准化领域,需加强军民标准融合的意识,深入研究军民标准的联系,深入挖掘军民标准存在的差异,建立军民标准融合机制,整合标准体系,加强军民共用标准制(修)订工作。

(二)创新企业标准化管理模式

传统的企业标准化管理主要由政府主导并下

达行政计划,这样便会导致一些企业缺乏市场主导能动性,而处于“被动”的局面。标准化主要靠市场牵引,技术推动,制定满足顾客和市场需要的产品标准,遵循“市场自主”的管理模式,政府主导制定的标准更加精简优化,市场自主制定的标准要不断壮大[3]。主要包括以下几方面内容:第一,企业采取的标准化管理模式的终极目标是让顾客满意;第二,加强技术交流合作,充分利用国内现有专业厂所的优势能力,通过合作的方式获得标准最新动态;第三,需争取国内技术对口部门的大力支持,因为企业参与国际标准化的各项活动包括新项目的申报、专家评审等,必须通过国内技术对口单位的指导和审批。

(三)创新企业标准化管理方法

第一,企业在建立和实施标准化管理体系以及持续有效的改进时采用的是过程方法,运用过程方法就是把企业标准化管理划分为体系管理、资源管理、标准体系管理、标准制定、标准实施与监督检查、产品实现过程标准化、文件标准化和评估与改进八个过程[2];第二,积极推广综合标准化工作。以解决实际问题为目的,工作重点放在标准的实施检查环节,收集反馈信息,及时修订标准,使标准落地;第三,打造信息平台,促进资源共享,随着信息时代的到来,为标准化工作方法的改进注入新的动力。许多企业引入了信息化技术手段和工具,通过网络平台进行企业标准资料和信息的管理、技术文件和图样的审签等。

(四)创新企业标准化管理机制

第一,建立以市场需求为导向的企业标准制修)订立项机制。严格企业标准制(修)订流程,并加强流程监督和维护更新,建立标准征求意见、标准资料或文件的收集和发布平台,使各相关部门充分参与,让标准制(修)订过程更公开透明;第二,完善标准的实施反馈及效益评价机制。在企业内部

网站开通标准实施反馈流程,研究建立标准实施方式和指标,将反馈结果及时在标准立项、起草、复审等工作中体现;第三,建立标准化活动奖励机制。如在企业标准化战略和目标、某些专项问题等内容的研究、创新和公关活动中,工作突出的给予奖励;第四,完善企业标准化管理的监控机制,设立“标准化管理委员会”,指导和监督企业标准化科研和管理活动;第五,探索科研、标准、产业同步机制。在研发计划制定的同时,制定标准化工作计划。尤其是制定自主创新的技术标准,通过提高标准中的自主技术含量,使标准具有旺盛的生命力;第六,加强工作保障机制。在基础单元统一化、通用化的条件下,对产品结构和功能采用组合设计,最大限度地利用标准的组合单元(模块),设计出新产品替换老产品,从而满足多样化顾客的需求。

(五)标准创新

第一,标准的制定、实施和监督检查要有创新。要采用“PDCA”科学管理模式和方法,建立健全记录档案,设计、制定“企业标准实施的监督检查登记表”,对监督检查中发现的问题和提出的意见及时报标准化部门处理,从而实现对企业标准的持续改进。

第二,标准在确立过程中需要创新。树立以市场为导向,以顾客为中心的产品标准化战略观念,改变照搬照抄上级标准的思路。从标准制定过程中暴露的问题,找差距,提高标准质量,最终把顾客的已有需求和潜在需求转化为企业标准。

第三,标准的内容和制定方法要有创新。企业要紧跟国内外技术发展动态适时修订和完善企业标准体系,使其保持先进性和有效性;产品要随着市场的要求变化,企业采用高水平的国际标准,制定本企业较高的技术标准;标准创新和技术创新应保持同步,在确认标准内容时,要考虑到技术进步创新的现实,在增加技术创新资源投入的同时,也

(“三化”要保证标准创新的投入,推动企业在技术和标准两个方面均保持领先地位;产品标准制定与新产品开发并行,确保产品标准满足产品研制过程中的各种要求;此外,制定标准时必须把环境、员工职业健康放在首位,执行“绿色”标准是企业未来标准化相关工作的发展方向。

先要改变理念,然后运用契合企业自身特点的新模式和新方法,建立有效的保障机制,正确认识和把握高新技术领域的标准化需求。总之,企业标准化管理创新对企业的生存和发展具有极其重要的意义。

四、结语

企业标准化管理创新是现代企业发展的必然趋势。面对激烈竞争的市场环境,标准化管理首

Withthedevelopmentofthemarketeconomy,competitionamongenterprisesisbecomingincreas-inglyfierce.Asanimportantmeanstohelpenter-prisesmeetmarketdemand,standardizationmustgetridofthetraditionalmodeandconcept,andin-novatefromthetransformationofbusinessphiloso-phyandmechanism,soastopromotethesustain-abledevelopmentofenterprises.Atthesametime,standardization,asthetechnicalbasisforscientificresearchandproduction,isundoubtedlythefocusofcorporateattention.Correctlyunderstandingtheinnovationoftoday'senterprisestandardizationworkisnotonlyaninevitablerequirementforpro-motingtherapidtransformationofscientificandtechnologicalachievementsintorealproductivity,butalsoabasicworkforenterprisestocreatenewtypesofmanagement.Overall,standardizationman-agementisoneoftheimportantbasictasksofen-terprisemanagement.Enterprisestandardizationmanagementplaysanimportantroleinensuringandsupportingtheentireresearchandproductionprocess.Enterprisesmustrethinktheirunderstand-ingofstandardizationmanagementandestablishastandardizedmanagementsystemthatissuitablefortheactualsustainabledevelopmentofthecom-pany.

I.CurrentStatusofStandardizationMan-agementinChina

Atpresent,China'senterprisestandardizationmanagementhasachievedalotofachievements.Forexample,whileimplementingthehigherstandardssuchasnationalstandards,industrystandardsandlocalstandards,thenumberandqualityofenterpris-essettinghigherstandardsaregraduallyincreasing;

manyenterpriseshavesetupfull-timejobs.Thestandardizationmanagementdepartmenthasestab-lishedarelativelysoundenterprisestandardsystemconsistingofproductrealizationstandardsystem,basicguaranteestandardsystemandpoststandardsystem[1],andhasobtainedqualitymanagement,en-vironmentalmanagementandoccupationalhealthandsafetymanagementsystemcertification,qualityandenvironment.Thecombinationofoccupationalhealthandsafetymanagementandstandardizationmanagementhasimprovedthequalityofenterprisemanagement;activelyadvocatedtheadoptionofin-ternationalandforeignadvancedstandards,andcur-rentlyinthefieldofcorrespondencewithinterna-tionalstandardizationwork,theratioofnationalstandardsadoptinginternationalstandardsisabove80%.However,someenterpriseshavenoclearplan-ningonhowtocarryoutstandardizationwork,howtomakestandardizationworkhelpenterprisescopewiththeever-changingeconomicsituation,andhavetherighttospeakintheinternationalmarket.Inthespecificpracticeofenterprisestandardization,whetheritistechnicalmeansstillthinkingandun-derstanding,therearestillvariousproblems,mainlyinthefollowingaspects.

Firstly,companieslackclearplanningforstan-dardizationwork.Ifyoufailtodoagoodjobinplan-ningintheearlystage;donotseriouslythinkaboutwhethertosortoutexistingstandarddocumentsorchangeideasfirst;whethertheestablishedenter-prisestandardsystemwillsatisfyexistingbusinessorincludefuturebusiness;enterprisestandardsys-temisStandardizethebusiness,orbenefitfirst.

Secondly,thecertificationworkisformalized.Intermsofhowtointegratemulti-systemdocu-ments,mostenterpriseshavepassedISO9001,ISO14001,OHSAS18000,SA8000andothersystemcertifications,buttheycannotunderstandtherela-tionshipbetweenenterprisestandardizationandthefoursystemsindepth,andtheycannottalkaboutmutualintegration.Makemulti-systemdocuments112

playafullroleinscientificresearchandproductionoperations.

Thirdly,thereisstillinsufficientattentiontostandardizationwork.Someemployeesbelievethatthestandardizationworkofenterprisesisamatterofstandardizingthecentralizeddepartmentsandstan-dardizationpersonnel,andhasnothingtodowiththem;evensomeleadershaverelativelyweakaware-nessofstandardization,andthinkthattheapprovalofstandardsisoflittlesignificance,andtheyarenotwillingtospendenergyandmaterialresourcesonstandardizationmanagement;Thestandardscannotbeeffectivelyimplemented,andsomeenterprisesareeveninastateofno-standardproduction.

Fourthly,simpleapplication,lackofpracticali-ty,andawarenessofadoptingstandardsneedtobestrengthened.Forexample,someenterprisesinthestandardizationmanagementprocessdonotproceedfromtheactualsituationoftheindustryandtheunit,andthecontentspecifiedinthemanagementstan-dardslacksoperability.

Finally,thestandardizationworkofenterprisesisnotstrongenoughtosupportthedevelopmentstrat-egyofenterprises.Theperformanceisnotcombinedwiththecompany'svision,notactuallycombinedwithitsown;doesnotpayattentiontothepotentialrisksoftheenterprise;simplycopyingandcopyingthemanagementstandardsofadvancedenterprises,sothattheenterpriseoperationlayerisataloss.

Inaword,fortheaboveproblems,amorefeasi-blesolutionistocombinetheactualenterprisetocarryoutenterprisestandardizationmanagementsysteminnovation.

II.SignificanceandConnotationofEnter-prises’StandardizationManagementInnova-tion

Enterprises’standardizationmanagementin-novationmeansthatundertheconditionsofsocialistmarketeconomy,enterprisesmustchangethestatusquoofstandardizationmanagement,bettermeetcus-tomerexpectations,improveenterprisecompetitive-

ness,andachievesustainabledevelopment[2].

Inordertosolvetheproblemsinstandardiza-tionmanagementandimprovethestandardizationmanagementlevel,enterprisesmustfirstcarryoutenterprises’standardizationmanagementinnovationincombinationwithmarketenvironment,technolog-icaldevelopmentandinnovationandtheactualsitu-ationoftheenterpriseitself.Innovationisanimpor-tantwayforcompaniestoachievestandardizedcom-petitiveadvantages.Standardisanimportantindica-tortomeasurethequalityofproducts.Withoutad-vancedproductstandards,thereisnohigh-qualityproduct.Asacarrieroftechnology,standardsareef-fectivetechnicalmeansforenterprisestoparticipateinmarketcompetitionandtopromotethemselvesandself-denial.Itisa\"technicalbarrier\"inthein-creasinglyfierceinternationalcompetition.Fromarealisticpointofview,continuousrealizationoftechnologicalinnovationisthefundamentalwayforenterprisestogrowanddevelop.However,inordertomaketechnologicalinnovationtrulyeffective,itisinseparablefromstandardizationworkandinnova-tion.Inaddition,enterprisestandardizationmanage-mentneedstobeinlinewithinternationalstan-dards,sothatproductsandTheservicehassur-passedtheinternationaladvancedlevel.

Theconnotationofenterprisestandardizationmanagement:Firstly,standardizationmanagementinnovationisanimportantcomponentofenterprisemanagementinnovation,theinevitableresultandre-alisticchoiceofestablishingamodernenterprisesystem[2];secondly,inthefiercemarketcompetitionenvironmentathomeandabroad.Enterprisesmustcarryoutstandardizedmanagementinnovation,changetraditionalconcepts,mechanisms,methodsandmodels,sothatthedevelopmentofenterprisescanadapttocurrentneeds;thirdly,innovationistobettermeettheneedsofthemarketandcustomers,enhanceandconsolidatethefavorablepositionoftheenterpriseinthemarket,realizethestrategyandvisionoftheenterprise,andfinallyachievethegoal

III.ApproachofEnterprises’Standard-izationManagementInnovation

(i)TheConceptofEnterprises’Enterprises’StandardizationManagementInnovation

Enterprises’standardizationmanagementin-novationmustaccomplishconceptinnovationfirst.Firstly,enhancethecompetitionawarenessofstan-dardizationmanagement,establishtheconceptofeveryoneisresponsible”;secondly,havetheadvancedawarenessofstandardizationmanagement,changefrom“post-eventstandard”toantestandard”,promotestandardsfirst,andpromotepre-researchTheearlytransformationoftheprojectresultsintostandardswillallowtherap-iddevelopmentoftechnologicalinnovationsunderthepromotionofstandardization,sothatenterprisescanalwaysbeattheforefrontofindustrydevelop-ment;thirdly,strengthenthestrategicawarenessofstandardizationmanagement,andformulateenter-prisestandardizationworkplansbasedonthevi-sionofenterprisedevelopment.Workflowsandim-plementationplans,especiallythetop-levelplan-ningofenterprisestandardization,determinethesuccessorfailureofstandardizationwork;fourthly,enhancecommunicationandcommunicationwithothernationalexperts,andgettoknowpeerexpertsanddomesticcompetitorsbyparticipatingininter-nationalconferencesorevents.Handinhand,formastandardizedstrategicalliance,andjointlystudyandformulatetechnicalstandards;fifthly,inthefieldofequipmentstandardization,itisnecessarytostrengthentheawarenessoftheintegrationofmili-taryandcivilian,studytheconnectionbetweenmil-itaryandcivilianstandardsin-depth,anddigintothedifferencesbetweenmilitaryandcivilianstan-dards,establishamilitary-civilianstandardinte-grationmechanism,integratestandardssystems,andstrengthenthesystem(revision)andformula-tionofstandardsforcommonmilitaryandcivilianuse.

managementmodeladoptedbyenterprisesistosat-isfycustomers;secondly,strengthentechnicalex-changesandcooperation,makefulluseofthead-vantagesandcapabilitiesofexistingdomesticpro-fessionalfactories,andobtainstandardsthroughco-operation.Thelatestdevelopments;thirdly,wemust

striveforstrongsupportfromthedomesticcounter-parts,becausetheactivitiesofenterprisespartici-patingininternationalstandardization,includingthe

declarationofnewprojects,expertreview,etc.,must

beguidedandapprovedbydomesticcounterparts.

(iii)ManagementMethodsofEnterprises’Enterprises’StandardizationManagementInnovation

Firstly,theenterpriseadoptsaprocessap-proachinestablishingandimplementingastandard-izedmanagementsystemandcontinuousandeffec-tiveimprovement.Theprocessapproachistodivide

theenterprisestandardizationmanagementintosys-temmanagement,resourcemanagement,standard

systemmanagement,standardsetting,standardim-plementationandsupervision.Eightprocessesofin-spection,productrealizationprocessstandardiza-tion,documentstandardizationandevaluationand

improvement[2];secondly,activelypromotecompre-hensivestandardizationwork.Forthepurposeof

solvingpracticalproblems,theworkfocusesonthe

standardimplementationcheck-up,collectingfeed-backinformation,andrevisingstandardsintimetomakethestandardsfall;thirdly,buildaninformation

platformandpromoteresourcesharing.Astheinfor-mationagecomes,newimpetusareinjectedintothe

improvementofstandardizedworkingmethods.Manyenterpriseshaveintroducedinformationtech-nologytoolsandtoolstoconductenterprisestandarddataandinformationmanagement,technicaldocu-mentsandpatternreviewthroughnetworkplatforms.(iv)ManagementMechanismofEnterprises’Enterprises’StandardizationManagementInnovationFirstly,establishamarket-oriented(standard)systemfortheestablishmentofmarketstandards.Strictlystandardizetheprocessofenterprisestan-dard(revision),strengthenprocesssupervisionandmaintenanceandupdate,establishaplatformforcollectingandpublishingstandardsolicitationopin-ions,standardmaterialsordocuments,sothatallrelevantdepartmentscanfullyparticipateandmakethestandardsystem(revision)processmoreopenTransparency;secondly,improvethestandardim-plementationfeedbackandbenefitevaluationmech-anism.Intheinternalwebsiteoftheenterprise,thestandardimplementationfeedbackprocessisopened,andthestandardimplementationmethodsandindicatorsareestablished.Thefeedbackresults

arereflectedinthestandardproject,drafting,reviewandotherworkinatimelymanner;thirdly,thestan-dardizationactivityrewardmechanismisestab-lished.Forexample,intheresearch,innovationandpublicrelationsactivitiesoftheenterprisestandard-izationstrategyandobjectives,certainspecialis-sues,etc.,theworkishighlightedandrewarded;fourthly,improvethemonitoringmechanismofen-terprisestandardizationmanagement,establishamanagementcommittee”

(v)StandardInnovation

Firstly,theremustbeinnovationintheformula-tion,implementation,andsupervisionofstandards.Itisnecessarytoadoptthe“PDCA”scientificmanage-mentmodeandmethod,establishandimprovetherecordfile,designandformulatethe“supervisionandinspectionregistrationformfortheimplementa-tionofenterprisestandards”,andreporttheproblemsandopinionsraisedinthesupervisionandinspectiontothestandardizationdepartmentintimetoachievecontinuousimprovementofcorporatestandards.

Secondly,standardsneedinnovationinthepro-cessofestablishing.Establishamarket-oriented,customer-centricproductstandardizationstrategy,andchangethewayofcopyingandcopyinghigherstandards.Fromtheproblemsexposedinthestan-dard-settingprocess,findgaps,improvethequalityofstandards,andultimatelytranslatethecustomer'sexistingneedsandpotentialneedsintocorporatestandards.

IV.Conclusion

Enterprises’standardizationmanagementin-novationisaninevitabletrendofmodernenterprisedevelopment.Inthefaceoffiercelycompetitivemar-ketenvironment,standardizationmanagementmustfirstchangetheconcept,andthenusenewmodelsandnewmethodsthatmatchthecompany'sowncharacteristics,establishaneffectiveguaranteemechanism,andcorrectlyunderstandandgraspthestandardizationneedsofhigh-techfields.Inshort,enterprises’standardizationmanagementinnovationisofgreatsignificancetothesurvivalanddevelop-mentofenterprises.
